Given a reported incident and a GitHub repository, Encode diagnoses the root cause, drafts the smallest correct patch, runs the repository's own test suite against it, re-checks that the originally reported failure no longer reproduces, and opens a pull request. Its terminal action is always "PR opened" — it never merges and never deploys, so a human always reviews the change.
